Submission of Cargo Preference Schedule 310 and MA-1025

As an owner/operator of a U.S.-flag vessel(s) participating in the Cargo Preference program you are required to submit annual vessel operating and capital cost information per 46 CFR 382.2.  Operating cost information is to be submitted in the format stipulated in 46 CFR 232.1, on Form MA–172, Schedule 310.

The Maritime Administration, in an effort to reduce the reporting burden on your company and to improve both the completeness and the quality of our data, has made the Form MA–172, Schedule 310 and the Form MA-1025 “Vessel Data and Capital Costs” available electronically.  Please submit the online forms using the following links:

The Maritime Administration recommends that you carefully review the instructions and your company's information for accuracy prior to submitting the forms.  Please also be sure to retain a copy of the completed forms for your records.   

The Maritime Administration ensures that the information you provide, using the “Submit” button located at the bottom of the form, including personally identifiable information, will be encrypted for transmission.  Furthermore, the Maritime Administration promises that proprietary company or vessel specific operating cost information submitted to the Agency will not be released in any identifiable format.

While you are encouraged to submit these forms online, it is possible to email the form to fair&reasonableforms.marad@dot.gov or print each form and mail the completed forms to the Agency.  Owners/operators choosing to submit the form by mail should follow the mailing instructions below:

 To Submit by Mail:

1.    Download and print the appropriate form(s) and instructions.
       Owners/operators may also call MARAD at 202-366-9362 to request a MA-172 and/or MA-1025 by mail.
2.    Follow the instructions to complete the Schedule 310(s).
3.    Save a copy of the Schedule 310(s), MA-1025, and all supporting documents for the company’s business records.
4.    Mail the completed forms to the following address:
