LONNIE KISHIYAMA
Acting Director, Office of Policy and Plans
Mr. Lonnie Kishiyama serves as the Acting Director of the Agency’s Office of Policy and Plans. Mr. Kishiyama is responsible for the conduct of the Agency’s leading edge economic and policy analyses. A key function of his role is the development and assessment of broad, long-range United States policies and programs impacting the maritime sector and the national and global transportation system. Mr. Kishiyama also leads the Agency’s statistical and economic development programs for the Maritime Administration.
Mr. Kishiyama is a retired Coast Guard officer with over twenty-five years of transportation, international, legal, and maritime experience. Before joining the Maritime Administration in early 2012, Mr. Kishiyama served at the Transportation Security Administration’s Office of Global Strategies as the Senior Liaison at the Department of State. Prior to that, he was an Attorney-Advisor for the United States Coast Guard, where he also completed a three-year detail at the Department of Homeland Security's Office of the General Counsel. At the DHS Office of the General Counsel, he specialized in international and enforcement issues, including maritime matters, transportation security, national security, and international agreements. Mr. Kishiyama also served at several Coast Guard Marine Safety Offices. In addition to working in Coast Guard Marine Safety Office vessel inspections, pollution prevention, and response divisions, he served as the Chief of the Investigations and Intelligence Division.
Mr. Kishiyama holds a Bachelor of Science degree in Administration of Justice and he received his Juris Doctor Degree from the University of Maryland School of Law. His personal military awards include three Coast Guard Commendation Medals, one Coast Guard Achievement Medal, two Commandant’s Letter of Commendation awards, and five Coast Guard Team Awards. He has also received the Federal Asian Pacific American Meritorious Service Award, Federal Employee of the Year Award, Coast Guardsman of the Year Award, and the Elks Club Serviceman of the Year Award.
