Harry Haskins

Harry Haskins is the Associate Administrator for Business and Finance Development, re-joining the Maritime Administration in October 2010. In that capacity he oversees MARAD’s responsibilities with respect to Title XI loan guarantees, the Small Shipyard Grant program, Cargo Preference laws, the Capital Construction and Construction Reserve Funds, and workforce development, including interface with the U.S. maritime academies.

Prior to joining MARAD, Mr. Haskins served for over 12 years as the Deputy Associate Administrator for Investment at the Small Business Administration. In that capacity, he was the senior career manager for the Small Business Investment Company program. The SBIC program is a government sponsored fund of funds program in which the SBA licenses, regulates and funds small private equity investment firms that invest in small businesses.

Mr. Haskins stared his federal career with MARAD in 1975 in the Title XI Loan Guarantee program and spent 22 years with MARAD.

Mr. Haskins has a BS in Economics from the Wharton School at the University of Pennsylvania and a Master’s in Public Administration from the Pennsylvania State University.
