Inter-Agency Coordination: Government agencies at federal, state, and local levels require concerted coordination to cross-examine the effectiveness of existing maritime functions and policies.

Processes: The systems under which governments function are managed and implemented different from those of the private sector.  Understanding these differences and capitalizing on strengths of both sectors will lead to innovative new "best cases," ideas, and methods for effective maritime operations.
