NEEDS:
Maritime Systems Strategic Planning
Comprehensive and integrated planning for maritime systems are
not performed, leaving evolution dependent on chance rather than examining desirable
future scenarios for partnered Government and Industry focus.
The
maritime system faces both an opportunity and a challenge. Because of the fragmented
nature of the industry it is important to start with the clearest national perspective
possible for the future. In order for the changes to be effective in meeting national
goals, research and development must be part of a national plan, as well as individual
port, ship design, and other sector plans. |
Major R&D Thrust
Areas:
- Comprehensive Security
Personnel, vessels, and integration among system modes is necessary for national
security. Communications between and among governments, the private sector, and all other
stakeholders is on track but outreach needs to be stronger. Integrating innovation from
all sectors requires tools for the transfer and implementation of ideas and new
developments.
- Access and Mobility
Adequate capacity and mobility within the maritime transportation system requires
that stakeholders take into account the expected growth in trade and passenger transit
needs for the next 20 years and beyond. Planning for the integration of the different
parts of the system, in the context of expected trade growth, can ensure seamless
connectivity between all transportation modes. Strategic plans and more efficient
processes require coordination among public and private sectors.
