Role and Purpose

The Director of Civil Rights leads a comprehensive national equal employment opportunity (EEO) and civil rights program which includes a discrimination complaint system, an effective affirmative employment program, consulting services to managers and employees, and a systematic method to resolve a broad range of EEO problems. The program aims at developing solutions of complex problems such as severe under-representation of minorities and women in managerial, professional, and key occupations within the agency and eliminating many of the systemic barriers to EEO and resulting in the resolution of complaints.

Major Activities

As the principle advisor to the Maritime Administrator on EEO and civil rights matters, the Director of Civil Rights is responsible for development, implementation, review, and evaluation of EEO and civil rights programs within MARAD headquarters and field organizations.
