BRUCE CARLTON
Assistant Administrator
Maritime Administration

 As the Assistant Administrator at the Maritime Administration, Mr. Carlton is the senior career official in the agency.  Mr. Carlton is responsible for the agency’s  international activities, including bilateral and multilateral negotiations.  He also directs overall policy development and implementation for MARAD, data acquisition, policy and economic analysis, and the agency’s strategic planning. He has received  Presidential Rank Awards of Distinguished and Meritorious Executive for members of the Senior Executive Service.  Mr. Carlton previously has served as the Maritime Administration’s Acting Deputy Administrator; Director, Office of Policy and Plans;  Director, Office of Maritime Labor and Training; and Special Assistant to the Administrator.  He has more than 30 years experience in international trade and marine transportation.  Mr. Carlton has a B.A. in economics from the University of Michigan, and a M.A. in economics from Wayne State University.
