The Maritime Administration, acting on behalf of the U.S. Secretary of Transportation, is required to evaluate and consider a broad range of expert inputs from other federal agencies, adjacent states, and the general public in rendering a licensing decision for a deepwater port. The seeking of this advice, the research underlying this advice, and the documentation to support this research all constitute elements of the license granting process. Many parties participate in this process, which includes among other factors evaluation of the applicants financial status, and the environmental impacts of each deepwater port. The requesting entities have responsibilities to file formal applications for the desired license and provide a substantial amount of baseline information to initiate this process. Additional information may be requested of them throughout the application process by agencies in the performance of their due diligence responsibilities.
